You can try it yourself by dialing 1-202-920-9008 or 1-808-978-9379 from any phone. You may hear a “Call Cannot Complete” recording or nothing at all because an actual call is never set up. Behind the scenes, however, a text, email, or other Alert is simulated and sent.
